An amendment in the rules of conduct for civil servants in Bihar now prohibits the consumption of alcohol or other intoxicating substances by government officials even when they are outside the state, while a new set of rules was laid down disallowing judicial officers from consuming intoxicants, the Telegraph reported. The amendment has been made in the Bihar Government Servants Conduct Rules, 1976 and Bihar Judicial Officers Conduct Rules, 2017.
Briefing newspersons, principal secretary of cabinet secretariat department Brijesh Mehrotra said the cabinet also approved amendments to the Bihar higher judicial service rules, which envisaged appointment of judges of high courts on an annual basis.

It is not clear yet how the government plans to keep tabs on officials outside the state.
