Lose Job if You Drink Alcohol even when Outside the Country?

An amendment in the rules of conduct for civil servants in Bihar now prohibits the consumption of alcohol or other intoxicating substances by government officials even when they are outside the state, while a new set of rules was laid down disallowing judicial officers from consuming intoxicants, the Telegraph reported. The amendment has been made in the Bihar Government Servants Conduct Rules, 1976 and Bihar Judicial Officers Conduct Rules, 2017.

Briefing newspersons, principal secretary of cabinet secretariat department Brijesh Mehrotra said the cabinet also approved amendments to the Bihar higher judicial service rules, which envisaged appointment of judges of high courts on an annual basis.

As per a report published on NDTV, the chief minister has passed a new rule under which state officials can not drink alcohol outside the state or country. The state cabinet also sanctioned Rs 50 crore out of Rs 500 crore, earmarked as venture capital funds, for start-ups under the CM's "Saat Nischay" initiative.The cabinet approved a state building construction department's proposal to christen the upcoming worldwide convention centre near Gandhi Maidan as "Samrat Ashok Convention Centre".

It is not clear yet how the government plans to keep tabs on officials outside the state.

Mehrotra tried to assuage those who questioned the practicality and rationale of the new rule saying action would be taken against officials or the member of the judiciary only if a complaint were filed against them.
