Post-election surveys had suggested Modi's BJP had done enough to come first in Uttar Pradesh, home to one in six Indians, might fall short of a majority. With an overall voting percentage of 61 per cent, the voting has been slightly higher than the 59.5 per cent registered in the 2012 assembly elections.

Modi's campaign in Varanasi, where the prime minister spent three days and fielded 20 ministers and BJP leaders, was a desperate attempt to regain lost ground, said a spokesman for the Samajwadi party of state Chief Minister Akhilesh Yadav.

The BJP chief exuded confidence that the party would form governments in both Goa and Manipur. Congress could get between 15-30 seats.

In Goa, which the BJP has ruled, the Congress was leading in nine and BJP in eight, after trends were available in 21 of the total 40 seats.
