Trump signed the "Buy American, Hire American" order during his visit to the Snap-on Tools headquarters in Kenosha, Wis.

This is his first trip since becoming president to the state that helped him clinch the election.

Up to 85,000 H-1B visas are issued annually by the US authorities, but demand has far outstripped supply in recent years, according to local media reports. The goal is said to be an eventual move away from the existing random lottery system to one that favours higher-skilled, higher-paid workers.

The executive order aims to shift the visa program from a lottery system to targeting jobs with a high need for skilled workers. The staffing companies then sell their services to corporate clients.

The Union government has defended its foreign policy oriented towards job creation, and indicated that the latest measures taken by Australia and the USA will not curtail visas for Indian professionals.

There are dissenting voices from Democrats and Republicans in Congress, who claim Trump was too late in his decision to sign off an executive order with this year's batch of visas handed out. But he added, "It's not as aggressive as it needs to be".

At over 15 percent, Facebook had the highest percentage of H-1B contractors of any USA tech operating company.

"The effect would end up being exactly the opposite of what Trump wants", he said.
