Major Nitin Gogoi, who had tied a Kashmiri youth to the front of a jeep as a human shield to thwart stone pelters in the Valley, has been awarded the Army Chief's Commendation Card, PTI reported.

According to Army sources, the Army chief has the authority to issue a Chief of Army Staff Commendation Card as he sees fit, irrespective of whether an inquiry report has been submitted.

The Army Chief's decision comes even as the Court of Inquiry (CoI) against Major Leetul Gogoi continues and in the face of intense criticism of the action from various sections including many within the Army.

A video released in April showed a young shawl weaver Farooq Ahmed Dar strapped to a patrolling Indian Army jeep as a human shield against stone-throwing protesters.

A video of the incident went viral in the social media, sparking criticism. On April 13, the Jammu and Kashmir police filed an FIR at the Beerwa police station in Budgam district, where the video was believed to have been shot.

Rawal, a ruling party lawmaker, tweeted "Instead of tying stone pelter on the army jeep tie up Arundhati Roy!"

"Let us not forget the Army is a responsible institution and the Army was also interested in saving lives of people involved in the election process and also the large crowd of people who had gathered there to protest", Jaitley said.

Gogoi belongs to the Army Supply Corps of the Indian Army.

Indian Army gives Commendation Card at the highest level of officers for gallantry or distinguished service or devotion to duty performed either in operation or non-operational areas.
