May made a private visit to the Chelsea and Westminster Hospital which is treating eight survivors on Friday afternoon, after being heavily criticized for attending the site but not meeting the Tower block's residents.
The local Grenfell Action Group had claimed, before and during a major 10-million-pound refurbishment of Grenfell Tower a year ago, that the block constituted a fire risk and residents had warned that access to the site for emergency vehicles was "severely restricted".
A man in the crowd commented: "What did she bring, what useful things did she bring? Are there other tower blocks across London and across the country that have that cladding?" Police barred their way and scuffles broke out, a Reuters reporter said.
Chancellor Philip Hammond said the cladding, which has been blamed for spreading the fire, is banned in Britain.
Instead, she said: "Something bad has happened".
Officials said Friday they are doing everything they can to relocate those displaced by the tower.

Very early in the morning on Wednesday, a fire erupted in high rise apartment building Grenfell Tower in West London.
Several people appeared to clash with security guards inside, before leaving the building and gathering on the steps outside.
It followed a separate, smaller protest at Kensington Town Hall, where residents tried to air their grievances to councillors.
Later, dozens of people appeared to push and shove each other outside the town hall.
Protesters were called away from the foyer by protest organiser Mustafa Mansour, who urged calm.

'We urge swift action to rehouse the homeless, in consultation with them, rather than send them to cheaper places far from London, ' the London Faiths Forum said in a statement.
