South Korea proposes military talks with North Korea this month

During a speech in the German capital this month, President Moon said the two sides should mutually halt hostile acts across the military demarcation line, in line with the 64th anniversary of the signing of the Armistice Treaty on July 27th. that ended the Korean War in 1953.

The South Korean government separately proposed reopening Red Cross talks to discuss ways to resume family reunions.

If North Korea accepts the South's offer for the military talks, it would be the first official governmental talks between the two Koreas since vice ministerial talks were held in December 2015.

Pyongyang has repeatedly said it refuses to engage in all talks with the South unless Seoul turns over 12 waitresses who defected to the South past year.

Mr. Moon was elected by promising to reach out to the North. Pyongyang has been under United Nations sanctions since 2006, when the Security Council demanded that it cease nuclear testing and banned the provision of large-scale arms, nuclear technology and related training to Pyongyang.

The proposed dialogue would be aimed at decreasing the tensions in the region.
