DC and Warner Bros. may have grander ambitions for Batman's nemesis, and they've brought together an unlikely pair to develop a Joker origin film: The Hangover director Todd Phillips and cinematic legend, Martin Scorsese! Deadline says that this Joker origin movie will be part of a new brand of DC movies for Warner Bros. The DC TV Universe is separated from the DCEU movies, and while some TV shows like Arrow and The Flash are connected, other shows like Gotham and the upcoming Black Lightning stand on their own. This new film, however, will feature a different actor, possibly younger.
Coming to us from Deadline, their report has several details worth noting, the first being the personnel involved.

Honestly, I'm just flabbergasted with this news.
While it's unknown when this Joker origin movie would be released, Phillips and Silver are already writing the script.
