Ahead of President Donald Trump's first U.N. General Assembly next week in New York, White House press secretary Sarah Huckabee Sanders is expected discuss the president's goals for the summit, as well as his speech to world leaders while there, in a news briefing Friday.

He will also meet with Japanese Prime Minister Shinzo Abe and Korean President Moon Jae-In about North Korea's rapidly advancing weapons program.

Conceding that Pyongyang continues to be "provocative" and "reckless", Haley told a questioner who wondered if it was not time for the USA to shift its North Korean strategy: "So, having said that, I have no problem kicking it to (Defence Secretary) General Mattis, because I think he has plenty of options".

"We try and push through as many diplomatic options as we have", Haley said during the White House briefing.

North Korea, according to McMaster, is "one of the world's most urgent and risky security problems".

He indicated the United Kingdom could be prepared to act alone if there was no agreement on changing the worldwide rules. Nine people were killed in the British territories in the hurricane out of a total of at least 50 dead in the region.

North Korea fired a missile Friday over Japan, its second launch over the country since Trump threatened in August to unleash "fire and fury" against Pyongyang if acts of aggression continued.

Haley confirmed that she has seen Trump's speech already. He also suggested deep cuts to USA funding for the United Nations.

"No one is going to grip and grin", Haley said. More fundamentally, the USA decision to join any intergovernmental organization is not an abdication of sovereignty, but indeed its expression.

But, she stressed, if North Korea continues to be provocative and "reckless", there will not be much the Security Council will be able to do.

On Friday, the U.N. Security Council condemned North Korea's "highly provocative" test of an intermediate-range missile, which hurtled over US ally Japan into the northern Pacific Ocean.

On Tuesday, he will meet Qatar's emir, and on Wednesday, he will meet with leaders from Jordan, the Palestinian Authority, the United Kingdom, and Egypt, McMaster said. "First, to promote peace".

On Sept. 18, the day before speeches kick off at United Nations headquarters, President Trump will host an event on United Nations reform and strengthening the role of the secretary-general. "So, having said that, I have no problem kicking it to (Defense Secretary) General (James) Mattis, because I think he has plenty of options".

"The members are starting to get us to act, whether it is with United Nations reform, whether it's with peacekeeping, we are starting to see a lot of changes".

"These sanctions are just now taking effect", he said, without providing evidence.

"I personally think he slaps the right people, he hugs the right people, and he comes out with the USA being very strong in the end", said Haley.
