That section declares that a USA president 'shall be removed from Office on Impeachment for, and conviction of, Treason, Bribery, or other High Crimes and Misdemeanors'.

"The public has been led to believe that a president must commit a crime to be impeached, which is not true", Green said.

On Wednesday Green introduced articles of impeachment on the floor of the U.S. House of Representatives, livening up a session that was otherwise focused on whistleblower protection - and then quickly missed his chance to force an up-or-down vote in the House. Green pointed out that the Tweeter-in-Chief has made statements both in person and on the social media platform that have "incited bigotry" against various minorities, including African Americans (the NFL national anthem controversy), Puerto Ricans (the president chided them on how Hurricane Maria is going to screw up the country's budget, among other things), transgender people (because Trump has said he doesn't want them in the military).

The impeachment of Mr Trump would require a majority vote in the House and a two-thirds majority in the Senate - both of which are now controlled by Republicans.

Last week, Rep. Green postponed introducing the articles of impeachment following the Las Vegas concert shooting.

While Trump is intensely unpopular among Democrats in and out of Congress, party leaders have considered an impeachment effort unrealistic and politically damaging unless an investigation into his actions produces solid evidence of an impeachable crime.

Green also argued that Trump should not have to be convicted of a crime to be impeached. Only two United States presidents have ever been impeached by the House of Representatives, and both were later acquitted by the Senate.

Though Green filed his articles as a "privileged" motion, forcing floor action within two legislative days, he was not present when the House's presiding officer moved to consider the resolution.

Al Green says he'll do it again and intends to eventually force a vote.

"Any discussions I may have had are private, and I will not discuss them", Green told reporters Wednesday, adding that he felt "not one scintilla" of pressure from party leaders.

About 7 in 10 Democrats said Mr. Trump deserved impeachment, while 40 percent of Americans in general took the same view.

He would not say when he plans bring the resolution back to the House floor, but promised he would.
