"Tomorrow in Washington, D.C., I'll be signing a proposed rule to withdraw the so-called Clean Power Plan of the past administration and thus begin the effort to withdraw that rule", Pruitt said.

Mr Pruitt's announcement at the event with Senate Majority Leader Mitch McConnell said: "the EPA and no federal agency should ever use its authority to say to you we are going to declare war on any sector of our economy". Almost 200 countries have committed to combat global warming by reducing carbon dioxide and other greenhouse gases that contribute to global warming.

"That rule really was about picking winners and losers", he said.

The regulation was one of former President Barack Obama's signature efforts to combat climate change and aimed to reduce carbon dioxide pollution levels 32 percent below 2005 levels by 2030 within the power industry.

Paddock's station in life as a very wealthy man is also out of the realm of a typical profile of a shooter, reports ABC News . It basically calculated where Paddock should aim his high-powered rifles to gain the most carnage in this attack.

Obama enacted the plan to cap pollution from power plants.

The Supreme Court put the plan on hold a year ago following a legal challenge by industry and coal-friendly states.

"The Clean Power Plan represented an unlawful attempt to transform the nation's power grid ... and raise costs on American consumers", said Hal Quinn, president and CEO of the National Mining Association.

The Trump administration will put forward this argument to allege the Clean Power Plan violates the law, Bloomberg News reported.

Earlier, senior law enforcement sources said investigators were puzzled by a charger that did not appear to match any of Paddock's cellphones.

The leaked document casts doubts on those numbers and says the EPA plans to perform updated modeling and analysis of health benefits and other impacts of the rule.

"Even with the Clean Power Plan under a Supreme Court stay and the subject of litigation, utilities - particularly large investor-owned utilities - are retiring older, inefficient coal-fired plants because they are too costly to retrofit", added Lightfoot, now a partner at law firm Dorsey & Whitney.

"If Administrator Pruitt plans to repeal the Clean Power Plan, that would be a complete abdication of EPA's legal responsibility to protect our children's lungs from unsafe smokestack pollution and their homes from climate-destabilizing extreme weather", Environmental Defense Fund president Fred Krupp said last week.
