Ireland challenged four key areas in the report which awarded significantly higher marks to South Africa, and which ultimately ranked South Africa at almost 79%, three percent higher than France in second place and six percent higher than Ireland.

After the report was published, Irish rugby officials complained to the world rugby authorities about the selection process.
The five-man Rugby World Cup Limited board which agreed unanimously with the recommendation is headed up by World Rugby chairman Bill Beaumont, vice-chairman Agustin Pichot, and chief executive Brett Gosper.
