Republicans will need the support of Democrats to get the bill through the Senate and potentially the House, where conservatives are anxious that an end-of-the-year bill will get loaded down with Democratic priorities.

Senate Majority Leader Mitch McConnell (R-KY) said during a weekly briefing with reporters that Republicans expect to vote this week on a measure to extend the CR from December 8 to December 22 to "give us a little room to talk" about a bipartisan deal to raise defense and non-defense spending above caps mandated by the 2011 Budget Control Act.

"We hope the president will go into this meeting with an open mind, rather than deciding that an agreement can't be reached beforehand", the Democrats said Monday in a written statement.

McConnell said Sunday that a CHIP extension and disaster aid would be addressed in a spending bill before December 22, but not immigration. Both chambers' bills give the bulk of their tax breaks to businesses and wealthier people and are headlined with a cut of the 35 percent corporate tax to 20 percent.
