"Unless you create a culture that prioritises the safety of vulnerable people and ensures victims and whistleblowers can come forward without fear, we will not work with you", she said.

"From that conversation I had with Oxfam Quebec and Oxfam Canada on their procedures or their processes, I was very satisfied with what I heard", Ms. Bibeau said an interview Tuesday.

The actress later said on Twitter that she was "devastated by the response" of Oxfam which she had been "raising awareness for since I was nine years old".

"All I can tell you about this bad revelation about Oxfam is that I am devastated".

On Monday the deputy head of Oxfam resigned over what she said was the charity's failure to respond adequately to the allegations of sexual misconduct by some of its staff in Chad as well as in Haiti.

This follows claims that staff for the charity in Haiti and other countries paid vulnerable people for sex.

Oxfam deputy chief Penny Lawrence resigned taking "full responsibility" for the behaviour of the British charitys staff in Haiti.

Oxfam International Executive Director Winnie Byanyima said the charity is not where it needs to be.

Britain's secretary for worldwide development, Penny Mordaunt, said Sunday that the way allegations of sexual misconduct were handled by Oxfam was "shocking" and demonstrated an "absolute absence of leadership".

Talking about how charities receiving United Kingdom aid have been told to show "full transparency", Penny Mordaunt said: "If our standards are not met, then the British taxpayer will not continue to fund them".

The comments from Haitian President Jovenel Moise add to the condemnation the anti-poverty charity has received since the Times revealed last week some Oxfam employees paid for sex while working in Haiti among people devastated by the 2010 natural disaster.

Helen Evans, who was in charge of investigating allegations against Oxfam staff members between 2012 and 2015, told Channel 4 television that abuse cases she had heard of included a woman who had been coerced to have sex in exchange for aid.

Haiti's president Jovenel Moise decried Oxfam's handling of a prostitution scandal in the Caribbean nation, calling the situation a "serious violation of human dignity".

British Prime Minister Theresa May's spokesman told reporters that Development Secretary Penny Mordaunt was meeting Oxfam representatives on Monday.

While acknowledging that most of those working in the worldwide development sector "do so in a diligent and appropriate manner", he added: "The Scottish Government will not hesitate to take appropriate action whenever we suspect that any abuse has occurred, and we expect the same commitment from those working with us".

Speaking to ANC Wednesday, Oxfam regional director Lan Mercado said the aid group has already placed reforms within the organization to prevent such incident from happening.
