Police records obtained by News 4 say, "the investigation revealed that Incognito was suffering an altered, paranoid state and believed ordinary citizens were government officials that were tracking and recording him".

Law enforcement tells us Incognito was placed on an involuntary psychiatric hold to be evaluated.

Brown said that when he approached Incognito, he said he was under contract for the National Security Agency, a top US spy agency, and that another patron was wearing headphones nearby.

Incognito then explained to the officers that he couldn't tell them about the government's involvement because he was "under contract".

When approached by police, Incognito told them he was working for the NSA and had secure files on his phone that couldn't be seen by other people.
