Proposal to split California into three states makes November ballot

According to California's Secretary of State office, the initiative is one of four that are eligible for placement on the November ballot.

The initiative proposes the state to be split into three new states: California, Northern California and Southern California.

Northern California: This would include the Bay Area and the 31 remaining counties north of Sacramento.

The measure would cut Northern California off just north of Fresno, keeping coastal California to Los Angeles as its own state and spinning inland Southern California and San Diego off into a third. California voters already approved breaking up the state in 1859, but Congress did not act on it. Californians voted for it to appear on the ballot in November's general election.

Draper has said that partitioning California into three states would allow regional communities to make better and more sensible decisions for their citizens to address the state's most pressing issues, including the school systems, high taxes, deteriorating infrastructure and strained government. West Virginia was formed by seceding from a Confederate state over differences around slavery. Government law experts say a plan would probably require an act of Congress - and it's unlikely Republicans in Washington would welcome the idea of potentially adding more solidly blue states. With its 55 electors in the Electoral College, California has always been a stronghold for the Democratic Party. Each state, though different in size, would have roughly the same population, according to the proposal.

The proposal would break the nation's largest state into three, KABC reported.

A California split is a long shot, to say the least.

This is the third time Draper has tried to get voters to weigh in on breaking up the most populous U.S. state.

This will not be the first time such a ballot would take place.

Steve Maviglio, a consultant and critic of Draper's efforts, charged that the plan would lead to "political chaos", charging that it would cost each of the new states millions, the Chronicle said.
