"We're supposed to be guarding against Russia and Germany goes out and pays billions and billions of dollars a year to Russia", Trump said in the presence of reporters at a pre-summit meeting at the residence of the USA ambassador to Belgium.

Tusk issued a stern warning to Trump Tuesday as he signed a joint statement on cooperation between the European Union and NATO, "Dear America, appreciate your allies, after all you don't have that many".

"We expect 8 allies to spend at least 2 percent of GDP on defense this year, compared to just 3 allies in 2014", said NATO Secretary General Jens Stoltenberg.

Trump also will meet French President Emanuel Macron.

On Nato, President Trump's main objection is that a number of member states have not increased their defence budgets to the target of 2 percent of economic output.

The U.S.is spending many times more than any other country in order to protect them. "So we're going to have a meeting on that", Trump said as he arrived at the breakfast, describing the situation as "disproportionate and not fair to the taxpayers of the United States and we're going to make it fair".

"I think we can cope with it", von der Leyen said.

"Our summit comes at a time when some are questioning the strength of the transatlantic bond and I would not be surprised if we have robust discussions at the summit, including on defense spending", Stoltenberg told reporters Tuesday.

President Trump got a chilly reception Tuesday at the North Atlantic Treaty Organisation summit in Brussels from anxious and angry European leaders, but he still can count on a few friendly faces in the old military alliance.

"Germany is totally controlled by Russian Federation because they'll be getting 60 to 70% of their energy from Russian Federation and a new pipeline", Trump told Stoltenberg.

Trump said: "Germany is a captive of Russian Federation".

"We do have a lot of allies, but we can't be taken advantage of", he said.

The defense minister agreed with Trump about defense spending.

John Kelly, Mr Trump's chief of staff, and Mike Pompeo, his secretary of state, sat silently alongside Mr Trump as he delivered the criticism across the table to Mr Stoltenberg. The project is opposed by the USA and some European Union members.

"I think these countries have to step it up, not over a 10-year period, but they have to step it up immediately", Trump said, pointing to Germany in particular as a "rich country" that "could increase (defense spending) immediately tomorrow and have no problem". He said the United Kingdom was in "somewhat turmoil" and thinks meeting Vladimir Putin - her geopolitical enemy - will be the easiest part of his trip.

Accusing the president of criticising Europe "almost daily", Mr Tusk said the European Union spent more than Russian Federation on defence and as much as China.

"The president has asked repeatedly what progress we've made in Afghanistan since he made his decision, and how much we've invested there since 2001", said the senior official.

But many diplomats fear Trump's anger over defense spending will overshadow the summit.

"I look forward to having words with President Trump".

He was met with a sharp rebuke from European Council President Donald Tusk, who accused the president of criticising Europe "almost daily".

The 1.5 percent level forecast for NATO's European members in 2018 compares to 1.46 percent a year ago, 1.44 percent in 2016 and 1.42 percent in 2015.
